In the last analysis, coping with unexpected disaster does not so
much test a community's advance state of preparedness as it does
its reflexes -- those actions undertaken as a result of its
training and readiness. This is the most persuasive argument for
preplanning and training. So, rather than "falling overboard,"
let's dive in together, take the training, and be prepared for
