  15. In the last analysis, coping with unexpected disaster does not so
  16. much test a community's advance state of preparedness as it does
  17. its reflexes -- those actions undertaken as a result of its
  18. training and readiness. This is the most persuasive argument for
  19. preplanning and training. So, rather than "falling overboard,"
  20. let's dive in together, take the training, and be prepared for
